HSE Case Preparation and Review

With twenty years of experience in developing and reviewing HSE Cases for the drilling industry (oil & gas, geothermal and salt mining, following the IADC HSE Case Guidelines), including the related risk assessment activities, I am well positioned to provide high-quality documentation that complies with regulatory requirements. This includes, if so required, the preparation and structuring of:

  • main body of text for the HSE Case,
  • underlying evidence and information in appendices,
  • required risk assessments (Major Hazard Assessment -MHA-, workplace Risk Inventory & Evaluation -RI&E-, etc.),
  • Report on Major Hazards (RoMH), and
  • Written Scheme of Verification (WSV).

As part of the HSE Case services I also provide five-yearly thorough reviews and updates.

A typical HSE Case consists of, but is not limited to, the following elements:

  • HSE Case Introduction,
  • Company Management System (HSE Management),
  • Installation Description and Supporting Information,
  • Risk Management,
  • Emergency Response,
  • Performance Monitoring, and
  • Appendices.

A Health, Safety and Environmental (HSE) Case (often simply called a Safety Case) aims at providing a valid and reasonable confirmation that a facility is sufficiently safe and that the risks involved are well managed. Safety Cases have been in place for many years in major hazard sectors in regulated environments all over the world. They have also been adopted as best practice by countless international operators in regions of the world where such legislation does not exist.

The HSE Case demonstrates how the organisation applies a systematic risk management approach to maintain and improve the HSE and operational performances of its installations. Developing and maintaining an HSE Case provides continuous assurance that existing HSE risks are effectively managed, and guarantees that risks associated with changes to equipment, activities or locations, as well as systemic weaknesses identified by incident analyses and audits, are effectively managed.
